This is an agency-wide position, which is comprised of several geographically separated divisions with a nationwide force: Infrastructure Security Division, Cybersecurity Division, Emergency Communications Division, National Risk Management Center and several organizational units. Typical work assignments include: Direct and manage team/project members effectively in a dynamic, fast-paced environment, soliciting close teamwork and prioritizing competing projects to fulfill long and short-range goals. Assess and provide strategic direction for resolution of mission-critical problems, policies, and procedures. Work with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Advise system designers and system administrators as to the consistency of proposed IT security strategies with regulatory and policy directives. Oversee and interface directly with agency and interagency leaders during cyber incidents of national significance. Perform analysis that involves advising customers on strategies to protect and secure sensitive information and systems. Perform incident triage by recommending scope, urgency, and potential impact, and collaborating with other reporting agencies/system owners. Direct daily situations reporting and awareness. Using security monitoring tools to capture real-time traffic spawned by any running malicious code. Collects, analyzes, and correlates events and alerts from multiple systems (e.g., IDS, security event logs, and operating system event logs, etc.) to investigate and/or research cybersecurity incidents. Qualifications This is an open continuous announcement for 365 days, or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There may be multiple cut-off dates with the first being 30 days after the initial opening date of 09/20/2019. Additional cut-off dates may be established as needed until all vacancies have been filled. You qualify for the GS-15 grade level (starting salary $126,810.00) if you possess information technology related experience demonstrating each of the four required competencies: Attention to Detail: Leading and assisting in strategic planning and program execution. Customer Service:Collaborating with other IT experts throughout the organization or in other organizations in response to cybersecurity threats and propose solutions. Oral Communication: Providing advice and guidance on cybersecurity and communication issues to senior management. Problem Solving: Overseeing and coordinating response to cyber incidents. In addition to the above requirement you must have at least one year of specialized experience at the GS-14 grade level performing the following duties: Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT security issues. Assisting in the development of long-range plans for IT security systems. Making decisions or recommendations that significantly influence important organizational IT security policies or programs. Managing complex IT security projects. Serving as a lead or supervisor managing employees engaged in IT security projects. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
